Is there something wrong with the Canadian School System???

I was signing up for a drawing on the Huggies website (supposed to get fre stuff for a year from Huggies) and I read this in the Rules of the Contest:

"To be declared a winner, any Canadian resident selected will be required to correctly answer without assistance of any kind, whether mechanical or other, a time-limited mathematical question. The question will be administered by telephone at a mutually convenient time."
